Vietnam Decree 147/2024/ND-CP: licensing, ad gates and under-18 playtime for online games

Official ABEI English summary of Decree 147 sets G1–G4 licensing, forbids advertising unlicensed games, mandates age labels on ads, and caps under-18 daily playtime.
The Authority of Broadcasting and Electronic Information publishes an English summary of Government Decree 147/2024/ND-CP on the management, provision and use of internet services and cyber information, including online video games. The page we opened on 20 September 2026 is the official game.gov.vn record of those duties. It is not a UA spend ranking and does not, by itself, prove any named title is licensed.
Classification and local enterprise
Decree 147 classifies online video games as G1 (multiplayer via the enterprise game server), G2 (player–server interaction without multiplayer), G3 (multiplayer without enterprise server interaction) and G4 (downloaded, no player or server interaction). Enterprises providing G1 services need a licence from MOCST (ABEI); G2–G4 need a provincial DOCST certificate. Foreign enterprises wishing to publish in Vietnam must establish a Vietnamese enterprise with foreign charter capital not exceeding 49%, consistent with Vietnam’s WTO commitment as stated on the page.
Advertising and age display duties that bind UA
Enterprises must ensure advertisements and introductions of games show game name, age classification, and warnings of unwanted physical and mental impacts. The summary states enterprises must refrain from advertising online video games without an issued G1 release decision or a written confirmation of notice of release for G2–G4, including on forums, websites and other mass media. App-store descriptions must display licence/certificate/confirmation/release-decision numbers, issuance date, and codes linked to the MOCST (ABEI) licensing data section.
Under-18 playtime and health warnings
Technical systems must ensure daily playtime of players under 18 does not exceed 60 minutes per game and 180 minutes per day across all games provided by the enterprise. A Vietnamese-language health recommendation (“Playing more than 180 minutes a day will negatively affect health”) must appear on game forums (if any) and on player screens every 30 minutes during play.
Virtual items
Virtual items, units and bonuses may only be used inside the game for reported purposes. They shall not be exchanged into money, prepaid cards, vouchers or items with transactional value outside the game. Player-to-player trading of those virtual assets is prohibited. Promotional programmes with real-money or real-item rewards shall not be attached to the game interface and features.
