MIIT app filing: announced deadline versus later inspection

工信部信管〔2023〕105号 set a March 2024 stock-app filing deadline and an April–June 2024 supervision window; from July 2024 the same notice moves into ongoing accuracy checks.
The MIIT notice 工业和信息化部关于开展移动互联网应用程序备案工作的通知 (工信部信管〔2023〕105号; published 4 August 2023, signed 21 July 2023) is the primary schedule for Mobile Internet App filing (APP备案). The companion official interpretation (8 August 2023) restates the same phases in plain language. This follow-up separates the announced stock deadline from the later inspection window and from the ongoing regime. It does not invent a 2026 re-deadline.
What the notice scheduled

The interpretation states the same transition: stock apps file through end-March 2024; April–June 2024 is the organised supervision window; new apps after publication must file before going live. Provincial bureaux have twenty working days to issue a filing number when materials are complete. Hosts must display the filing number; distribution platforms must show it for apps they ship.
What “happened next” on the face of the same document
The inspection window was not a soft reminder. Clause (九) of the notice already barred network-access providers, distribution platforms (including mini-program and quick-app distribution) and smart-terminal makers from serving unfiled apps. The April–June 2024 block is when telecom authorities were told to organise checks against those gates. From July 2024 the same notice moves into “常态化工作”: recurring accuracy assessment, not a one-off amnesty.
Games still need an NPPA publication number (ISBN / 版号) for commercial operation. Filing and ISBN are separate gates; this follow-up only tracks the MIIT filing calendar.
